EPNG declared a system-wide Strained Operating Condition (SOC) effective August 30, 2026, with duration listed as 'Until Further Notice' and a stated end window of August 31, 2026 9:00 AM. The cause is linepack excess -- EPNG reports system linepack at 7,970 MMcf, up 195 MMcf from the prior gas day start, driven by deliveries running below scheduled quantities and receipts running above scheduled quantities. EPNG has placed Washington Ranch storage on injection and is denying imbalance payback transactions to manage the over-packed system.

This is a Case A delivery-side SOC (linepack building due to delivery under-runs and receipt over-runs), meaning EPNG is restricting delivery scheduling and imbalance paybacks -- mildly bearish for Waha/Permian as surplus gas piles into the system, and modestly bearish for SoCal Border and Arizona delivery points as EPNG limits delivery schedules to restore linepack; Waha basis, already averaging -0.936 vs HH over the five trading days ended 2026-08-28 (most recently -0.835 on 2026-08-28), may widen further if the SOC persists beyond the nominal August 31 end window.
Reroute: Moderate: Transwestern Pipeline (TW) serves overlapping SoCal Border and Arizona markets and could absorb some westbound volumes; however, the system-wide nature of the SOC reflects an aggregate imbalance condition rather than a localized segment constraint, so reroute is not a direct remedy.
