UPDATE: Force Majeure – MXP Line

SEV 4/5Force Majeure1.900 Bcf/dUntil further notice
Summary
TCO has issued a revision to its October 14, 2026 force majeure on MXP Line-100 in West Virginia, originally triggered by a detected leak near the Saunders Creek Regulator Station (a separate event from the September 24 force majeure on the same line). As of this update, MXPSEG remains at zero total capacity, with firm service impact estimated at 1.9 MMDth/day; TCO is estimating a return to service for Gas Day Saturday October 17, 2026, though the timeline is subject to change and Timely/Evening Cycle nominations for October 17 are likely to be impacted. The force majeure and capacity elimination remain fully in effect, and RCC eligibility requires 10 or more consecutive days of firm curtailment.
Trading note
TCO force majeure on MXPSEG remains at zero total capacity with 1.9 Bcf/d of estimated firm service impact; targeted return is October 17 but is not guaranteed, keeping bearish pressure on Columbia Appalachia basis and mildly bearish pressure on Dominion South and TETCO M2 through at least the weekend gas days.
Reroute potential
Limited to moderate: TETCO (monitored) and Equitrans serve overlapping Appalachian markets, but TCO MXPSEG is very high capacity and 1.9 Bcf/d of stranded firm volumes cannot be fully absorbed by competing pipes without significant basis pressure at Columbia Appalachia pool.

Notice Text
Columbia Gas Transmission, LLC (TCO) notifies customers of the following update regarding the force majeure on MXP Line-100 in West Virginia.

TCO crews are working diligently to complete the restoration process; however, the force majeure and subsequent capacity reduction through MXPSEG remain in effect at this time.

Based on current information, TCO is estimating a return to service for Gas Day Saturday, October 17, 2026. As a reminder, the capacity through MXPSEG will not be reinstated until the work is complete; therefore, Timely and Evening Cycle nominations for Gas Day October 17, 2026, will likely be impacted.

TCO reminds customers the estimated timeline is subject to change. TCO will provide updates as additional information becomes available.

Reservation charge credits (RCCs) will be determined per the process set forth in the General Terms and Conditions, Section 38 of TCO’s FERC Gas Tariff (“Tariff”). However, TCO will only issue RCCs if TCO is unable to schedule or deliver primary firm nominated capacity as a result of the Force Majeure for a period greater than ten consecutive days. In the event RCCs are issued as set forth in the Tariff, shippers will receive RCCs based on its 7-day average usage quantity less any scheduled quantities on the contract.

Please contact your Customer Services and/or Marketing Representative with any questions.

Columbia Gas Transmission, LLC (TCO) notifies customers of the need for an immediate pressure reduction on MXP Line-100. This immediate pressure reduction is due to a detected leak near the Saunders Creek Regulator Station in West Virginia. TCO notes that this detected leak is unrelated  to the force majeure declared on September 24, 2026 (Notice ID 26276009).

This event could not be prevented by TCO’s due diligence, and the immediate pressure reduction is necessary to maintain the safety and reliability of TCO’s system. Consequently, pursuant to Section 15 of the General Terms and Conditions of TCO’s FERC Gas Tariff, TCO is declaring a Force Majeure effective for Gas Day October 14, 2026.

As a result, effective Intraday 3 Cycle for Gas Day Wednesday, October 14, 2026, scheduled volumes through the MXPSEG MA42 internal constraint (MXPSEG) will be reduced to EPSQ (13/24 = 54.16666%).

Effective Evening Cycle for Gas Day Thursday, October 15, 2026, and until further notice, MXPSEG will be reduced to zero total capacity. Based on current nominations, the estimated impact to firm service is 1.9 MMDth.

TCO is actively working to assess and remedy the situation in an expeditious manner, and will provide customers an update by Friday morning, October 16, 2026. Please continue to monitor critical notices for any adjustments related to this Force Majeure.

By means of this notice, TCO is establishing which specific Gas Days will be included when determining a shipper’s 7-day average usage quantity pursuant to the provisions in the Tariff.
